National Constitution: current directions of the country's development

The fifth session of the National Assembly was held today in Kyzylorda under the chairmanship of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev. At the important meeting, the Head of State defined the strategic directions of the country's development and focused on the issues of education and science development, digitalization, strengthening of national spirituality and youth support.

The President began his speech by explaining the meaning and inner logic of the changes implemented in the country. In recent years, Kazakhstan has experienced a period of deep and large-scale political renewal. At the core of these reforms is not changing the external image of state institutions, but strengthening their content, as well as increasing their ability to respond to the challenges of the new era. Maintaining the stability of the state, strengthening the legal culture and increasing the efficiency of the management system were defined as the main priority. For this reason, in the reforms being carried out, special attention was paid to quality rather than quantity and their interdependence.

In this context, the initiative to introduce the Institute of Vice President in the Republic of Kazakhstan and approve it in the Constitution was mentioned. The President noted that this step logically complements the entire political system that has been gradually formed in the country in recent years. At the same time, it was clearly stated that this change was not aimed at weakening the presidential power. On the contrary, the presidential model of governance, which has proven its viability and effectiveness in the current complex geopolitical situation, will not only be preserved, but will be further strengthened.

Besides, the statement on the creation of the Constitutional Commission and the entry into a new stage of Kazakhstan's constitutional development was of particular importance. This initiative aims to create an updated constitutional model that takes into account the balance between the country's branches of power, the public interest and the requirements of modern governance. In fact, Kazakhstan is facing an important stage of raising the legal and political system to a qualitatively new level.

Also, Kassym-Jomart Tokayev noted that the historical missions of the Assembly of the People of Kazakhstan and the National Congress have been fulfilled, and proposed to establish the People's Council of Kazakhstan instead. The main goal of the new body is to maintain strategic continuity in strengthening Kazakh statehood and the country's independence.

The issue of spiritual values ​​and national identity was widely discussed at the National Congress. The head of state emphasized the importance of Abai's teachings.

"The teaching of Abay should be the core of our national identity, our national identity. The current concept of "Honest Citizen" is closely intertwined with the idea of ​​"Complete Man" of the great thinker," said the President.

Also, Kassym-Jomart Tokayev emphasized the need to include Abay's "Black Words" in the UNESCO "Memory of the World" list, and also the importance of systematically glorifying the teachings of Al-Farabi and Khoja Ahmet Yasawi, and emphasized that preserving the national heritage and entrusting it to future generations is the main task.

At the meeting, the contribution of young people to the development of the country was highly appreciated. "The energy and creativity of young people gives impetus to any field," said the President.

The fifth meeting of the National Assembly determined specific tasks aimed at the future development of the country and turned into a meaningful platform where important decisions for the society were made.
