Legal literacy is the basis of civil responsibility
For first-year students of Shakarim University, Candidate of Pedagogical Sciences, Academician of the Academy of Pedagogical Sciences of the Republic of Kazakhstan, expert Nazigul Gazizova gave an open lecture on the topic “New Constitution: the rule of law and civil responsibility.”
The head of the information analysis department of the Department for Youth Policy of the region, Abay Dias Serikbekov, took part in the educational event.
The main goal of the open lecture is to expand students’ understanding of the Constitution, as well as increasing their knowledge about the rights and responsibilities of citizens, the rule of law and the principles of the rule of law.
During the lecture, Nazigul Gazizova focused on the structure and content of the new Constitution, noting that the Basic Law consists of 11 sections and 95 articles. In addition, key changes aimed at strengthening the protection of human rights, ensuring the rule of law and increasing civic responsibility were explained in detail.
The expert also paid attention to the meaning of national values reflected in the preamble of the new Constitution. In particular, the inclusion of the concept of “own culture” was interpreted as an important value defining the historical and cultural identity of the country. The content of the concept of “ecological culture” included in the Constitution and its significance for modern society were also discussed.
During the meeting, the constitutional rights and responsibilities of citizens were explained separately, and the relationship between rights and responsibilities was discussed. Important thoughts were expressed about the basic principles of building a rule of law state, including the rule of law, protection of the rights of citizens and the responsibility of members of society.
Another important part of the lecture was the institutional changes provided for by the new Constitution. Students were provided with information about new norms and institutions, such as the unicameral Kurultai, the Institute of the Vice President, the People's Council of Kazakhstan, as well as about digital rights and mechanisms for their protection.
During the open lecture, the principles of “Fair Kazakhstan” and “Law and Order” were widely explained. Students asked questions that interested them and exchanged views on the role of the Constitution in the development of society and the state.
At the end of the meeting, it was emphasized that the Constitution is not just a document that defines the legal basis of the state, but the main legal act directly related to the daily life of every citizen.
