Representatives of the Constitutional Court lectured at Shakarim University
Doctor of Law, Professor, Honorary Member of the National Academy of Sciences of the Republic of Kazakhstan, Academician of the Kazakh National Academy of Natural Sciences, Judge of the Constitutional Court of the Republic of Kazakhstan Erkin Anuaruliy Ongarbayev and Deputy Head of the Department of Analysis and Constitutional Proceedings of the Constitutional Court Aset Oralgazyuly Balgyntaev came to Shakarim University on a special business trip.
In the framework of the business trip, an important educational meeting was organized with the participation of university faculty members, young scientists, employees and students. The main purpose of the meeting is to explain the significance of the constitutional reforms in the country, to increase the legal literacy of citizens and to widely promote the role of the Constitutional Court in society.
Rector of the university Duman Orynbekov introduced the distinguished guests and emphasized their great contribution to the development of the legal system of the country, the implementation of constitutional reforms and the development of jurisprudence.
During the meeting, the guests gave a meaningful lecture on the topic "Constitutional reform: a new mechanism for the protection of human rights and opportunities for creating a civil society" and focused on the historical significance of the legal changes underway in the country.
In his lecture entitled "The main amendments of the People's Constitution of the Republic of Kazakhstan, adopted in the republican referendum on March 15, 2026", Erkin Anuarovich made a comprehensive analysis of the role of the new Constitution in the life of society. He noted that constitutional reforms are aimed at strengthening mutual trust between the state and society, ensuring the balance of branches of power, and strengthening legal guarantees for the protection of human rights and freedoms. In addition, he emphasized the importance of the new norms in the Constitution in establishing the principles of the rule of law and emphasized that the formation of a legal culture is the responsibility of every citizen.
And Aset Balgyntaev, who gave a report on the topic "Constitution and the role of the Constitutional Court in ensuring its supremacy", gave a detailed account of the activity of the Constitutional Court, mechanisms of constitutional control and important tasks in protecting the constitutional rights of citizens. He said that the Constitutional Court is a decisive institution in ensuring the compliance of laws with the Basic Law, and explained the importance of judicial practice in the formation of the rule of law with examples. In addition, it was emphasized that the possibilities of citizens to apply to the Constitutional Court and the means of legal protection have expanded.
During the meeting, the participants asked their questions and freely exchanged opinions on the implementation of constitutional reforms, mechanisms for protecting the rights of citizens, and the development of the rule of law.
At the end of the meeting, Yerkin Anuarovich Ongarbaev was awarded the title of "Honored Professor of Shakarim University" by the decision of the Scientific Council of the university for his long-term fruitful work in the science of jurisprudence and his contribution to the formation of legal culture. This is a testimony of great respect for the work of the eminent scientist in the improvement of the country's legal system.
As part of the business trip, the guests got acquainted with the university's scientific and educational infrastructure. In particular, they visited the Shakarim Museum and got acquainted with the spiritual heritage and historical relics of the great thinker. In addition, he saw the material and technical base of the sports complex No. 1 and highly appreciated the opportunities created for the student youth.
Guests who got acquainted with the work of the engineering center and Shakarim Lab laboratories received information about the scientific projects, innovative initiatives and modern research directions implemented at the university. New technological capabilities in the laboratories and a suitable environment for students' scientific research attracted the special interest of the guests.
In their turn, the guests highly appreciated the work in Shakarim University in the direction of combining education and science, and expressed their gratitude for the scientific potential and modern infrastructure of the educational institution.
Besides, he participated in the "Last Call" ceremony of "Shakarim High School" at Shakarim University and conveyed his best wishes to the graduates.
