The draft of the new Constitution was discussed at Shakarim University
At Shakarim University, a round table meeting was held on the topic of "A solid step towards political modernization" dedicated to the analysis of the draft of the new Constitution of the Republic of Kazakhstan.
The event was attended by the heads of structural departments of the university, teaching staff, as well as acting head of the Department of Internal Policy of Abay region, Arman Zhemagulov. The main goal of the meeting is scientific and public discussion of the main changes in the draft Basic Law, which defines a new stage of the country's development.
Askar Kasymov, who opened the round table meeting, noted that the new norms included in the Constitution give impetus to the development of society and are aimed at strengthening statehood. According to him, in the new project, the mechanisms of protection of citizens' rights and freedoms have been strengthened, and the balance between branches of government has been clearly defined. At the same time, it was especially noted that the issue of innovative use of scientific achievements is a very important news for the university community.
Coordinator of the Center for Sociological Analysis Nazigul Gazizova made a comprehensive review of the draft of the new Constitution and said that on January 30, the document was submitted for public discussion. He pointed out that the project was developed for the first time in the state language and said that this step is of great political and spiritual significance. He also noted that parliamentary reforms are in line with constitutional changes. He said that the currently proposed Constitution consists of 11 parts and 95 articles, which define the responsibilities and guarantees between the state and citizens.
The speaker emphasized that the idea of the "Great Steppe" is based on the new project, that is, the historical and cultural features of Kazakhstan are confirmed at the level of the Constitution.
In the next speech, the chief of staff Maksat Karibayev said that the priority given to education and the availability of education are clearly approved in the Constitution is an important step towards the development of human capital. In addition, it was emphasized that the inclusion of environmental tasks in the Constitution is based on the rational use of natural resources and "green development" policy.
In his opinion, the determination of the innovative direction will open the way to support scientific projects, strengthen the connection between science and business, and also wide use of scientific patents in the industry.
During the event, Mukhtar Abdikakimov, the head of the Sociological Analysis Center, Turdykul Shanbai, the head of the Scientific Center of Agriculture, Araylim Orazgalieva, the head of the Center for Social Support and Development of Youth, etc. The participants evaluated the presentation of the draft of the new Constitution for public discussion as a clear manifestation of democratic processes in the country and noted that the document lays a solid legal basis for the country's long-term development.
