Presidential Address and changes in the field of law

The head of state Kassym-Jomart Tokaev in his speech entitled "Kazakhstan in the era of artificial intelligence: current issues and their solution through radical digital changes" focused on the current direction of the country's development and assigned a number of specific tasks to the Government and state bodies. These tasks are the main directions that form the basis for the sustainable development of Kazakhstan in the future.

As the President noted, "Law and order" is an unshakable foundation of the state. In order to fully establish this principle in society, a unified position and a common vision must be formed among all law enforcement and judicial bodies. This means zero tolerance for wrongdoing and deterring any illegal activity. The head of state emphasized that work in this direction should not be limited to punitive measures, it is important to prevent crime and ensure justice.

The letter also criticized the current state of the legislative system. The head of state pointed out that there are currently 21 codes and more than 300 laws in the country, most of them are amended too often over time, and situations arise where some legal norms contradict each other, which, in turn, complicates the practice of application and may damage citizens' trust in the law. In this regard, the President emphasized the need to make the new Tax Code and the general legal framework simple and understandable.

The head of state announced that reforms in the field of law enforcement will continue. At the same time, the use of artificial intelligence and digital technologies in the field of law is a requirement of a new period. In particular, IT technologies can play a major role in the prevention of offenses, timely opening of criminal cases, and analysis of information on violations of the law.

Formation of a fair, open and modern legal system in Kazakhstan, combining legal reforms and digital technologies, remains an important direction of the state's development.
