Constitutional reform: explanatory meeting
At Shakarim University "For the Just and Progressive People's Constitution of Kazakhstan!" A meeting of members of the national coalition with the university staff was held. Askar Kasymov, vice-rector for strategy and social development of the university, opened the meeting and noted that the head of state Kassym-Jomart Tokayev announced the date of the referendum for the adoption of the new Constitution of the Republic of Kazakhstan, and five leading political parties of the country and more than 300 public organizations joined together to form a nationwide coalition that seeks the interests of millions of citizens.
During the meeting regional representatives of the coalition - Airat Bazenov, Ermek Abilmazhinov and Natalya Pertseva were introduced.
Ermek Abilmazhinov, who took the floor first, emphasized that the draft of the new Constitution was not developed in one day, and that the Parliamentary Reform Commission has carried out extensive work in this direction. According to him, more than 10,000 suggestions received from the public regarding the project were differentiated and changes were made to important articles. "The main value of the new Constitution is its focus on people. In particular, the legal confirmation of the issues of education, science and innovation will be a great impetus for the scientific community. This is a clear indication that the country's development will be based on human capital in the future," he says.
Natalya Pertseva, a member of the public council of Abay region, said that the purpose of the meeting was to explain the main provisions of the draft new Constitution, to answer public questions. He said that it is important to pay particular attention to the issues of education and science, especially since it took place within the walls of the university. According to him, currently various opinions and false information about the new project are being spread in the country. For example, there is a misconception that the norm of free education will be removed. However, this is not true. Only the wording of the articles has changed, and the guarantee of the right to education has been established clearly and clearly.
In his speech, Airat Bazenov emphasized the role of universities in society. According to him, the university should be not only an educational institution, but also an intellectual center that determines the strategic direction of the country's development. Because the future of the state depends primarily on quality education and powerful science.
At the same time, universities are the environment where the civic attitude of the young generation is formed, where spiritual and moral values are established. Therefore, they should be educated not only professionally qualified specialists, but conscious citizens who are responsible for the fate of the country.
From this point of view, special emphasis on education and science in the draft of the new Constitution will increase the status of universities and strengthen their strategic role. Approval of science at the constitutional level creates a solid legal basis for higher educational institutions to develop long-term research programs, expand international cooperation, and systematically train scientific personnel.
