Rector of Shakarim University Duman Orynbekov's address to faculty, staff and students on the eve of Science Workers' Day

Dear colleagues, students!

April 12 is the Day of Scientific Workers in Kazakhstan. This important date is directly related to the name of Kanysh Imantayuly Satbayev, the first president of the Kazakhstan Academy of Sciences.

His life path shows how science serves the real economy. He introduced scientific knowledge to production and geological exploration and participated in the formation of the country's resource base. The work of the great Kazakh scientist in Zhezkazgan was not only a scientific result, but also a basis for the development of a whole field and region.

The perfection of science can be seen only when research is immediately connected with the economy, production, and real results.

It should be noted that in recent years systematic work has been carried out by the Ministry of Science and Higher Education: new methods of science management have been formed, funding mechanisms have been expanded, special attention has been paid to research areas, international cooperation and the development of university infrastructure.

This forms the basis and working environment necessary for the development of science in universities. In addition, the transformation of these opportunities into a real result is determined exactly at the university level.

There are tasks defined by the Head of State in this regard. They are: deepening the content of scientific work, ensuring its connection with the economy and increasing its practical return.

President Kassym-Jomart Tokaev's last speech regarding the fields of science and higher education defined a systematic and demanding direction. The head of state openly assessed the current situation, pointed out the weak points of the system and demanded to achieve concrete results. At the same time, instead of correcting individual directions, it was said that it is necessary to fundamentally revise the ways of working.

Today, the main focus is not on the number of programs, but on their quality, demand, not on reporting, not on measurable results, not on publications, but on research of practical importance. These changes have a direct impact on the production industry, which means that the need for specific projects and innovative solutions increases.

In this regard, what should be the actual actions of Shakarim University?

Currently, educational programs are being revised taking into account market demands, technological changes and regional economy.

It is necessary to strengthen research priorities, that is, the university should focus on directions that can produce real results.

It is necessary to organize the work of laboratories not only as a training base, but as a center of applied solutions.

It is important to ensure that students participate in real projects from the first courses.

Permanent communication should be established with regional enterprises at the level of tasks.

Special attention should be paid to personnel policy.

It is necessary to create specific requirements for a teacher, researcher, manager in the university environment.

Evaluation should be based on work results.

For example, in science - according to the content and applied importance of the research, in education - according to the level of training of the graduate, in management - according to the effectiveness of the decisions made. This is a matter of internal order.

Because we work in the region, this imposes additional responsibility.

The main task of the regional university is to participate in the development of the territory. It is through this that the real value of our work is determined.

Today we have entered a period where it is not enough to rely only on plans and intentions. The task now is to direct the work to a concrete result. Each initiative should be based on clear indicators and be implemented.

We have important tasks ahead of us: reducing the gap between scientific research and the needs of enterprises, accurately responding to the personnel demand of the region, improving the quality of educational programs and raising the level of training of qualified specialists. In addition, it is necessary to ensure effective implementation of laboratories and scientific developments in the real economy.

Working in such a situation requires high responsibility, professionalism and internal discipline. I invite each of you to treat these tasks with utmost responsibility.

To sum up, at present, it is becoming the main requirement to closely connect science with production, education with economy, and education with the development of the region. Fulfillment of these tasks directly depends on our individual responsibility.
